In the 1970s, El Salvador was promoted as ‘country of smiles’ and it became a popular destination for North Americans. Then, during the civil war, the country’s tourism industry collapsed completely, and neighbouring countries such as Costa Rica and Guatemala redoubled their marketing and promotion efforts and established themselves as successful tourism destinations. El Salvador finally established a new Ministry of Tourism in 2004, and, after years of reconstruction, the government is determined to make tourism one of the four pillars of economic growth for the country. A National Tourism Plan was developed in 2006 and has been used as the road map for future tourism development.
